Don't understand W/C award?

My award has a stipulation that says "no further benefits are payable until a net credit of $5000 is exhausted". My carrier was honoring the award, which includes a new hearing-aid when deemed necessary, for several years... then, all of a sudden brought up this quote in the settlement. There stance now, is that, they will not honor any of the settlement, until, I prove to them that the $5000 (out of pocket) expenses has been met. How do I do that? I have had numerous Dr's visits, ENT tests and evaluations, MRI's, and medication expenses, ociated with the injury. What do they need? It seems they're looking for a loophole. AS ALWAYS. They have frustrated me beyond words, which I guess is ther m.o. (method of operation). Make you give up.
