Oblivion: Where's lucien lechance?

So i was doing the main mission and i needed to level up to do the Azura shrine quest. So i slept and lucien visited me. i didnt want to talk to him because i didnt want the blade of woe on my statue cuz im hand to hand. so i did the thing where i sleep on the back side of a tent and he appears on the front and i run away. now every once in a while i would see him following me but i kept my distance. i went through the whole rest of the main mission trying to avoid him. and now that i do want to talk to him i cant find him. ive slept and waited hours and he doesnt come like he used too. is it possible that he is trapped in oblivion or mankor cammerons paradise? please help cuz i love the dark brotherhood and i just got all my major skills to 100 and i dont feel like starting over.
